In 2021, the Washington Legislature changed the way communities plan for housing by requiring jurisdictions to plan for and accommodate housing affordable to all income levels, including moderate to extremely low-income households, as well as emergency housing and permanent supportive housing. Some of the substantial changes include that the County must:
- Plan for housing by income band;
- Provide housing capacity for emergency housing, emergency shelters, and permanent supportive housing;
- Implement policies and regulations to address and begin to undo racially disparate impacts, displacement, and exclusion in housing caused by local policies, plans and actions; and
- Allow at least two accessory dwelling units on all lots within residential zones within the Seaview Urban Growth Area (UGA).

New Washington Legislation that was enacted in 2023 requires communities to include a Climate Element and resilience sub-element in their comprehensive plans. This new element must include goals and policies to improve climate preparedness, response, and recovery efforts. The element must also maximize economic, environmental, and social co-benefits and prioritize environmental justice to avoid worsening environmental health disparities.
